can not connect to ftp

Hi,

Seems like I should be able to do this, but I can't so
TIA.  I am trying to setup wu-ftpd 2.6 on ydl 2.2.  I
installed from the cd using rpm.  I changed the
wu-ftpd file in xinetd.d to disable = no.  However,
even a ftp localhost doesn't work.  Pointers or
suggestions.
