installing apt-get under 2.1

Correct, you need rpm-4.0.3 from the YDL 2.3

Either update these packages in addtion to rpm, or remove them.  I'd 
suggest upgrading rpm-python, rpm-build and rpm-devel along with and 
removing ucd-snmp, rpmfind, rpm2html, gnorpm and trying to --force it to 
get past kdeadmin (which may break kdeadmin.. only a problem if you need 
it between the time you do this and the time you do your upgrade with 
apt).  I would also use rpm -U to do the upgrade as opposed to -F.
