Converting MP3 to Ogg Vorbis

What do you mean by convert? Do you want to maintain ID tags or just audio? If 
you want just the audio, you should be able to use an mpeg decoder such as 
noatun to create a wav file and input that into oggenc. I will let you find a 
sutiable command line mpeg decoder so you can pipe the output of that to 
oggenc as descripbed in the ogg man page.
