Where does one report kernel bugs for yellowdoglinux?

I would start with the driver maintainer. In the tulip_core.c I see:
	Maintained by Jeff Garzik <jgarzik@mandrakesoft.com>
start with him. He may tell you it is not his fault, but there is very little 
software sitting between the driver and the hardware, so I imagine it will be 
a change in the driver from 2.2.19 to 2.4.20. That is a huge jump.  I am sure 
Jeff can at least point you towards the next resource.
