In my admittedly not so humble opinion as a Finnish professional systems
administrator and a user of Internet since 1987, blocking Finland along-
side the rest of Europe for the spam problems of the French et al. is a
bit like blocking all of Asia, which, while getting rid of an amazing
amount of Chinese spam, also gets rid of any communications from Australia
and New Zealand, which are considerably less spam-infested and infinitely
more likely to be part of your daily legitimate communications diet.

I would hazard a bold guess that Finland is the world's least spam-
infested country, which is no minor achievement considering that it's
also one of the world's most extensively connected ones.

If you actually ever saw spam that originated in Finland, I would
appreciate a copy.  (Open proxies and open relays are everywhere, so
those are less interesting than actual Finnish spammers.)  (Now that
this is being posted to the YDL, you're all welcome to participate.)

Spamming, i.e. "using telecommunications (including, but not limited to,
e-mail, telefax, or cellphone short message service) for direct marketing
without the explicit permission of the recipient" has been illegal here
from July 1999.  The law is very clearly worded, unlike a certain Calif.
Business and Professions Code, Section 17538.4, which does forbid spam...
unless the spammer is smart enough to prefix the Subject line with ADV:.
