hwclock YDL vs. OS X

I have searching around for a long time.  And found
some references to this that were quite old but never
a solution.

How do I keep both OS X and Linux on the proper time
setting?

I assume most of you are familiar with this issue but
just in case...

Mac OS X is adjusting for Timezone and so is Linux but
they are both doing it in different ways and it seems
no matter if I have hwclock --utc or hwclock
--localtime one time setting is always wrong.

To fix this are we just not syncing system time to
hwclock at shutdown or what?
