Unicode or utf8-support? low double quotation marks?

Hi, 

Does anyone know how to type German quotation marks (a *low* double
quotation mark in "comma style" and a high double quotation mark "upside
down, comma style" - Unicodes characters 0x201C and 0x201E, or in
HTML4.0 “ and „) in any KDE or GNOME-apps that came with
YDL2.3?

Utilities like gcharmap or kcharselect aren't of much use (just covering
everything included in the iso-charset).

The situation is quite weird:
XF4.2 doesn't like LC_ALL set to "de_DE.utf8@euro", it complains that
this locale isn't supported by Xlib.
Nevertheless Mozilla and Galeon *display* those quotation marks, not
bothering about what the locale is set to (with additional support of
some nice truetype fonts, without manually switching the browser's
default charset if the HTML-file uses the numerical char entities for
those quotation marks). So they are available, somehow...but not by
typing :-((

The EuroSign works (command or option-e, depending on your keymap),
though it's numerical position according to xev is Ox20AC (well, not
probably a iso-character at all) and it does *not* replace the rarely
used currency sign (which is still there at position 0x00A5, in between
Sterling and Yen).

Which gave me an idea...

The keymaps in /usr/X11R6/lib/X11/xkb/symbols can also take numerical
values, e.g. I might map the EuroSign to any key by using "0x20AC"
instead of "EuroSign". So I tried mapping "0x201E"/"0x201C" to some
keys, alas to no success.

Unfortunately Usenet/mailinglists/faqs are nearly silent on that
subject. Any suggestions are really welcome ...
