Unicode or utf8-support? low double quotation marks?

I have this in my .bash_profile:
LANG="en_GB.UTF-8"
And I use the following command line for a Xterm:
LANG=en_GB.UTF-8 xterm -bg 'black' -fg 'DarkGrey' \
-fn -misc-fixed-medium-r-normal-*-13-120-75-75-c-70-iso10646-1 \
-fw -misc-fixed-medium-r-normal-*-13-120-75-75-c-120-iso10646-1
This is good but could be better -- cutting and pasting into it from
the following pages in Mozilla doesn't work for a lot of languages.
UTF-8 doesn't seem to work as well as on a RedHat 8.0 box but it's
close -- for example some of the Braile and Old Irish on this page
doen't work properly in Mozilla on YellowDog but do with RedHat:

I don't know if this helps at all...
