They aren't!? That's too bad!
I have a page about how to make Red Hat Linux 9 apt-enabled CDs, with the
metadata already generated here :
http://freshrpms.net/apt/
You could do the same... although I'm not sure about bootable CDs for Macs,
if there's anything special to be aware of, different from El Torito. To
create the data, "genbasedir" is pretty straightforward. You may be better
off just creating your own local repository though if you have a couple of
GBs free ;-)
