I think what you need to do is enable DPMS.  

A Google search for DPMS shows that if you add the following to
the "monitor" section of your XF86Config-4 file:
	
	Option "DPMS" 

And then restart X, it should enable it.  Here's the URL:

I don't have a flat-panel so I can't really test it.  If this does
fix the problem, please post back.  I'm considering buying one and
would like to know if this works.
