My guess would be that it could, but it won't be as trivial as one could
think. I've already successfully used apt to dist-upgrade from Red Hat
Linux 7.x to 8.0, but the trouble is probably not worth it.

Between similar distributions, apt works much better, from Red Hat Linux
7.2 to 7.3 for instance. So hopefully between YellowDog Linux 3.0 and the
next release (if it's also Red Hat Linux 8.x based), things could be smooth
with apt.

I'd personally still recommend backing up /etc, /home and eventually
/usr/local (and any other directories useful for you, those being the only
ones useful for me) then reinstalling cleanly the system.
