Thank you. I am using Redhat 8.

 I  just googled it and  found out gnome2.21 doesn't have this feature
and all the themes are controlled by the preferences->themes. However
there is a bug affecting adding nautilus themes to the
preferences->themes. The nautilus themes are supposed to be copied under
~/.icon not ~/.themes.

So I just move the nautilus theme from .~/themes to ~/.icons.
