CPU Speed on a G4 PowerBook (Titanium)

I get the following:
[jhowland@Amalthea jhowland]$ cat /proc/cpuinfo

machine : PowerBook3,4
motherboard : PowerBook3,4 MacRISC2 MacRISC Power Macintosh
detected as : 73 (PowerBook Titanium III)
pmac flags : 0000000b
L2 cache : 256K unified
memory : 512MB
pmac-generation : NewWorld
when I boot ydl 3.0, but when I boot OS X it reports running
at 800 MHz.
I've been through the configs for pmu in /etc/power/ and
pmud is running:
[jhowland@Amalthea jhowland]$ ps aux | grep -i pmu
root 683 0.0 0.1 1492 532 ? S 18:32 0:00 pmud
I would like this machine to run at 1GHz, but I'll settle for
800 MHz.
