i used to have this problem also. the solution was to set the
baud rate to 115200. i know it doesn't make sense, but i readed
this on an article and it worked for me.

$ head -n 5 ~/.wvdialrc
[Dialer Defaults]
Modem = /dev/modem
Baud = 115200
Init1 = ATZ

$
