I'm sorry, but my experience with netatalk is small enough to be considered
none at all.

I took a quick look at the netatalk documentation and FAQs

but couldn't find anything related to disabling or enabling root access
specifically, it only talks about enabling password logins or restricting
access to "guest" users only.  You may want to consider joining the
mailing list, netatalk-admins@lists.sf.net, but since it is completely
unmoderated it seems to have a high spam load.  You can search the
archives on <URL:http://marc.theaimsgroup.com/?l=netatalk&r=1&w=2>, though.
