Netpbm in YLD 4.0 broken ???

While trying to compile some code I get the following error :

/usr/bin/ld: cannot find -lpgm

As I understand this library comes with the package netpbm ,
netpbm-devel and netpbm-progs.
Standard with YDL 4.0 comes version 10.19-7

Is this broken or is something else wrong ?

I used to develop this code onNetpbm in YLD 4.0 broken ??? an i386
environment running mandrake10
In Mandrake i386, it comes with libnetpbm9-devel
