If you tunnel CVS over SSH, your ISP likely won't be able to tell it apart
from regular SSH. Also many ISPs will unblock specific ports upon request.

I can think of several possible policies regarding encumbered packages TSS
can pursue. Most of them would require major shifts in policy versus what
was used for YDL3. To avoid a highly political discussion in the community
that would likely make TSS think twice about the whole idea altogether,
it's probably best to have TSS decide on a policy behind closed doors
rather than get into proposing ways of dealing with encumbered packages on
the list. Besides, Matthias Saou is also looking for RPM builders to help
him out, and I think he'll gladly accept any of the RPMs submitted to TSS
that get rejected for policy reasons. That would create one stop shopping
via yum for anyone who uses the /etc/yum.conf file I posted at:
