Powerbook Trackpad Tap and Drag Select

After working with 4.0.1 on a Pismo Powerbook, the trackpad tap select 
feature mysteriously began working some three days after the original 
YDL install.  As mysteriously as it appeared, it disappeared after a 
system restart.  I have been unsuccessful in finding where I can 
re-activate this trackpad feature.  Any assistance with this issue would 
be greatly appreciated.  Thanks all.
