Power Center Pro can't boot from the CD

I am trying to install on a PowerCenter Pro 180. The CD spins for a 
bit and that's it, won't boot it. This is true for burned and the 
original pressed copies of 2.2. It has no problem booting to a 
pressed OS 9 CD though.

Is there an alternative way to install? For example, a floppy that 
will boot and let me mount the CD.
