Is there another way

Basically when I go into the terminal I want to have to put in the root 
password.  What I don't want to have to enter the root password for is 
for things like kppp.  I just want to be able to launch this so I can 
connect to the internet.  I want to teach my mother how to use linux 
and don't want to have to have her enter in the root password each time 
she wants to connect to the internet or for that matter when ever I 
want to connect to the internet.
