No, it doesn't include the css decoding libraries, but I think you
should be able to use the Livid libcss plugin with it, although I
haven't tested that. Check out the xine HOWTO linked off the xine
homepage at:

On my system, which is a dual G4 (2x500 MHz) running a BenH 2.4.4-pre1
kernel, xine runs much faster than oms. I get pretty good performance
(22 to a full 24 fps) even with a UP kernel, and it runs even better
with an SMP kernel since the new xine is multi-threaded.

P.S. The Paulus kernels have problems with generating apparently
      spurious SIGILL and SIGSEGV exceptions when running xine 0.4.01,
      but the BenH kernels haven't had this problem.
