crond and accton

When crond is started, it doesn't create a crond.pid file in /var/run.
When logrotate runs, it tries to kill -HUP using the non-existent file and
ends up generating "errors rotating logs" mail.

On shutdown, accton is called to shutdown accounting. This call results in
"accton: Function not implemented" and a failure to complete the action.
