Subject: How is the development of new features for Linux Co-ordinated?

1. It seems there's a lot of effort by individuals to get specific
functionality working on specific hardware they have access to. From
here it looks like a fragmented and chaotic group effort. Is it?

2. Is There is some form of communication going that eventually gets
this material into
the main kernel tree. I need to understand this process in more detail.
How do I get into this?

3. I'm wondering if there any central registry of who is working on what
for the Kernel and XFree or is it a general free for all personal
network with certain folks in the know about certain issues that are of
relevance to them.

Would it help to have an easy means of registering

-development activity by feature
-specific machine configuration data
-specific tests of kernel, driver or X functionality,
-test results on known configurations

I'm sure all of the above is happening but the methods are probably
informal

Apoligies to any who have seen my less focused attempt to formulate this question.
