Monitor Energy Savings

I'm having a problem getting the energy savings control
panel in KDE working.  It never turns off my monitor
after the specified period of time.

My screen saver is working, however.

Is it possible that it's not working because I'm using
a VGA adapter?

I also have some processes running in the background
every 10 mintues.  Will this prevent the monitor from
turning off?

If there aren't any obvious solutions I can try, then is
there a software command  I can use in the console
to turn the monitor off?
