trackpad notap doesn't work at startup(?!)

that may pertain to your situation.

In short it is about commenting out a line in /etc/sysconfig/mouse 
that says "TRACKPAD_OPT=notap"; disabling this line would 
cause taps to be "ON", I suppose.

Perhaps there is a transition between two ways of configuring the 
trackpad while migrating from 2.1 to 2.2?
