DNS Search Order

I've got a general question about DNS Search Order:

Say I've set my machine up to use 3 different name servers.

Now assume that the first two name servers are down or unavailable.

Will my machine continue to use the 3rd name server or will it try to
use the first two nameservers on subsequent requests?

Does this work the same with a windows client?
