Unicode or utf8-support? low double quotation marks?

That's too stupid, "locale -a"-output proposed "de_DE.utf8" as possible
value, while "de_DE.UTF-8" seems to be correct. With "UTF-8" X doesn't
complain about an impossible setting anymore. Now I still have to fish
for utf8-compliant apps and for low double quotation marks.
