I see an explanation would help here ...

"POP before send", or "POP before SMTP" if you prefer is a way of  
authenticating an email client with an SMTP server. The POP here refers  
to POP3 ("Post Office Protocol version 3") - the protocol by which you  
bring your mail down from your ISP (unless you use IMAP), not popping  
from a processor stack.

While you have always had to use a password to fetch your mail, SMTP  
for sending mail was written in the days when the Internet was used by  
nice, trustworthy folk to whom SPAM was a food product, and who  
wouldn't think of stealing bandwidth. It didn't, therefore, support  
authentication, and you could send mail via any SMTP server. Then  
naughty people started using other people's mail servers to send spam -  
the email kind - hence the need for SMTP authorization. The idea of  
pop-before-send was that by announcing yourself (i.e. your IP address)  
to the server by invoking the POP3 protocol using your POP3 username  
and password first (hence POP before SMTP), the server would know it  
was you on that IP, and allow you to send your outgoing mail though it,  
FOR A WHILE.

There are other, (slightly) more elegant methods for SMTP authorization  
now, but pop-before-send is still in use.

Generally, most email clients will support PBS by "accident" if you  
configure them to check mail periodically, you just have to know the  
timeout period of your ISP's server, and beat it.
