suexec not starting up

I recently installed YDL 3.0.1 and am having problems getting Apache to
recognize the existance of suexec.  CGI is working, but need to have
public_html scripts to run under user accounts.  The "[notice]
suEXEC mechanism enabled (wrapper: /path/to/suexec)" message is not appearing
in error_log.  The suexec logs were only created once I ran suexec to set
the compilation options.  Any pointers will be appreciated.
