can't transfer files between networked YDL boxes

Hi:

I have two macs running YDL (3.0 on BeigeG3 and 2.3 on
7600/233).  The are connected via crossover cable, set
with IP addresses, and they ping each other with 0%
signal loss.  (Later I will be setting them and
several others up on a router, for a small home/office
network, mixture of MacOSX and YDL 3.0).  

I want to transfer files between the two via ftp or
some other method. I am sure (from pinging) that they
are network-connected.  But when I try to ftp from
either machine into the other to get something I get
an error message in from ftp, saying 'connection
refused', from either side.  

How can I transfer successfully (and hopefully,
painlessly)?  Is there something more that I have to
do with setup & installation?  Does there have to be a
ftp service listed in the services configuration
panel?  How do I set this all up?


Note: I know how to and can currently transfer between
a MacOS machine and a YDL box, using atalk/netatalk. 
That part works just fine.
