I'm not sure about 2.4, but I do know that 2.2.18 has an ethertap option
since I'm happily using it with MOL. You may have to enable other options
(e.g., netlink device) to make ethertap available. I also got my source
code from ftp.kernel.org, so you may want to grab 2.2.18 from there.
However, I couldn't get the 2.4 kernel from the same location to compile,
so your mileage may vary.
